Black Cumin?

I found these striking blue flowers in the National Herb Garden section of the U.S. National Arboretum.

I didn’t see a sign, but upon further research I believe this is Black Cumin. The leaves remind me of dill, but those blue flowers are unlike anything I’ve seen before.
